Most projects here need a permit through the county's Building & Planning department, submitted through their Accela online portal, and every city and unincorporated area has its own wrinkle: flood-zone rules near the Cowlitz and Lewis Rivers, drainage requirements, soil conditions that trace back to the 1980 Mount St. Helens mudflow deposits still found in local dredge material. We've worked this ground long enough to plan around it instead of getting surprised by it mid-project.
